Scope of Work
Sublatus acted as Prime Contractor, leading planning, site supervision, mapping, subcontractor management, and reporting for a full-site decommissioning program. The scope included demolition and removal of all on-site concrete foundations, pipelines, and spot remediation-executed under strict safety and environmental compliance standards. The project presented unique challenges, including extremely thick concrete pads (some exceeding 2 meters with heavy rebar) and multiple active pipelines remaining on-site, requiring careful coordination and risk mitigation.

Our Approach
To overcome these complexities, we implemented a structured program combining strategic sequencing, specialized equipment, and rigorous oversight. Multiple subcontractors were engaged for daylighting, line locating, surveying, concrete hauling, and asset salvage-each prequalified and monitored for performance. Concrete was pulverized on-site to ensure 100% recycling and landfill diversion, while rebar was processed for reuse. Sublatus partnered with WSP to manage site soils during removals and maintained continuous communication with multiple pipeline owners to navigate overlapping infrastructure safely.

The Results
Despite the challenges, over 6,500 tonnes of concrete were removed and recycled, meeting OWA’s regulatory requirements and sustainability goals. The project was delivered on schedule and within budget, with zero safety incidents. Through transparent reporting and strict adherence to HSE protocols, Sublatus reinforced its capability to manage complex decommissioning projects involving hazardous waste disposal and multi-party coordination-turning a high-risk site into a fully compliant, environmentally responsible outcome.
